fix: correct the self-host agent troubleshooting for 1.19.0 (#1182) (backport to release/1.19.0) - #1183

The Agents entry lists one switch per case and drops the workspace-role sentence. Every reply failing now points to the local sandbox token in docker/.env instead of an old compose file. The images entry says a model without vision gets the image as a file, and the internal-network entry adds the SSRF allowlist and its cost. Entries state the setting without routing the reader to an administrator. en, zh, and ja. (cherry picked from commit 22ae2c6)
