Test Improvement

Adds 6 vitest tests for src/components/ContributionCallToAction.tsx (baseline 0%).

Covers:

• renders section + decorative chrome (GridLines / StarField)
• all 13 next-intl keys under ladderPage.callToAction are looked up
• community-meetings external link has correct href / target=_blank / rel=noopener noreferrer
• kubestellar repo card external link ditto
• Slack card link is routed through getLocalizedUrl() and the returned URL is used
• Contribution-guide IntlLink points to /contribute-handbook

Coverage: statements/branches/functions/lines 0% → 100%.
