AgentsView PRs that only change docs can finish CI in 35 seconds instead of about 14 minutes, using 0.6 runner-minutes instead of 219.5 (99.7% fewer), once kenn-io/agentsview#2544 adopts this shared path filter. Any path a filter doesn't recognize runs every job, as do non-PR runs, PRs with 3,000 or more changed files, and detector errors, so a missing rule costs time rather than coverage. AgentsView can't use the filter until this merges. msgvault, docbank, kata, and kenn-core adopt it next. Co-authored-by: Rod Boev <rodboev@users.noreply.github.com>

Docs-only pull requests currently wait for Go, Windows, and browser jobs that their edits cannot affect. Keep checks focused on the inputs each job consumes, with full coverage for unknown paths or detector failure. The mixed frontend job also generates API clients, so Go changes still need that lane alongside the Go and browser checks.
Each CI lane can safely skip a small set of inputs owned by other lanes. Expressing those exclusions directly keeps new paths covered without maintaining a second inventory of classified files. Desktop icons and sidecar preparation remain Go inputs because Go tests read them. Shared scripts and embedded web assets retain every lane.
Embedded guides and the shared import request shapes affect more than Go. Their edits need every suite, including the frontend and desktop readers. The desktop Rust tests also consume the browser fetch script. Desktop icons and sidecar preparation need Go coverage while frontend and browser jobs can skip them. Keep those inputs separate from Go changes that rebuild the server or generated API client.
The earlier action revision can still fail the detector job when path matching fails. Use the revision that returns a full-run verdict while allowing the remaining CI checks to determine the result.
Guide edits need Go coverage, while the frontend and desktop checks only consume specific shared inputs. Avoid spending those runners on guides and keep the exceptions beside the lane that reads them. Reusing each common job condition leaves one place to update when its inputs change.
Contributors adding cross-lane readers need to find the coverage rule separately from runner selection and caching policy.
Main pushes and manual runs need every lane, so starting a detector runner adds cost without reducing their work. The existing downstream fallback keeps full coverage when the detector job is skipped.
