This PR contains 2 changes:

1. Allow executing the api if user is in the "cleaners" group
2. Allow passing list of docker repo through "dockerRepos" url param . if param does not exist in the URL, it will be taken from the property file.
   See example:
   curl -XPOST -u user:password "http://123.456.789.0:8082/artifactory/api/plugins/execute/cleanDockerImages?params=dryRun=true;dockerRepos=repo1,repo2"
