This PR follows #370 and updates the GCOV and GSLC writers to geocode the inputDataExceptionMask (UInt16) dataset. The writers are also updated to copy the HDF5 attributes maskValidPixelFraction{pol} (renamed to rslcValidPixelFraction{pol}) and rawValidPulseFraction{pol} from the input data exception mask.

@seongsujeong @gshiroma would you please run one example RSLC made with this RSLC PR and confirm that GSLC and GCOV goes through and the dataset and attributes are as expected.
