FIFO Multi Consumer tests fail on Windows 10

This should be fairly easy to reproduce:

1. Configure and Build in RELEASE:
   cmake -DCMAKE_BUILD_TYPE:STRING=Release -B <build_path> -S <source_path>
cmake --build <build_path> --config Release
2. Run tests with ctest:
   ctest --verbose --output-on-failure -C Release

These test results are not consistent, so in a run I may get only one failing or even all passing which smells of a race condition. I haven't looked critically at the code so that is just a guess.
