docs: web-console design-system rule (v0.13) - #10

Establish the design discipline before building v0.13's pages: the web console's look is governed by a self-contained design system (tokens + components, no CDN, offline), and visual design decisions flow through the Claude design process — new pages compose from existing components, and anything new goes through design first rather than ad-hoc inline styles. Adds a CLAUDE.md section establishing the v0.13 web console's design discipline before any pages are built: a self-contained design system (tokens + components, offline, no CDN) as the source of truth, and visual decisions routed through the Claude design process — pages compose from existing components, anything new goes through design first. Engineering wires htmx to data; design isn't invented at the call site.
Docs-only — with the paths-filter fix (#9) this should skip the heavy suite.
