Report smoke section timings

Summary

• emit monotonic duration_ms for every Notes end-to-end smoke section
• emit total duration for passing and failing smoke runs
• document plain anbo usage from PATH instead of exposing npm internals

Verification

• npm run check
• packed-installed anbo deploy created 27 Terraform resources and passed the full smoke flow
• packed-installed anbo test passed all 15 timed sections
• warm packed-installed anbo deploy --no-test reported zero Terraform changes and cache hits for both builds
• teardown and final stopped status were performed through anbo
