www-apps/zola: add 0.23.3

Add Zola 0.23.3. The only thing I'm not 100% on is this package's patch approach. files/zola-0.23.3-always-build-manpages.patch is identical to the 0.22.1 version, but I wanted to keep the intended (?) versioning system of the patches.

Clean build passes and installs fine.
