Summary

Moves every NuGet package that has a newer stable release to that release. All nine bumps are patch versions. Before bumping, I read the release notes, the full source diff between the two versions, and the issues opened since each release, and checked each change against how Foundry uses the package.

Reason

Keep dependencies current. For each package, the research found no regression that applies to Foundry.

The other packages have no newer stable version, only preview, rc or dev builds, so I left them unchanged: Azure.Identity, CommunityToolkit.Mvvm, CommunityToolkit.WinUI.Controls.SettingsControls, Microsoft.Windows.CsWinRT, Microsoft.Windows.SDK.BuildTools, Microsoft.WindowsAppSDK, Serilog, Serilog.Extensions.Logging, Serilog.Sinks.Debug, Serilog.Sinks.File, Serilog.Sinks.OpenTelemetry and Velopack.

Testing

• .\scripts\Test-FoundryFormat.ps1: 79 of 79 files pass.
• x64 Release build and relevant tests: build with -warnaserror has 0 warnings and 0 errors. All 8 test projects pass, 4,674 tests with 0 failed. The only tests not run are the Explicit = true HTTPS smoke tests.
• ARM64 Release build and relevant tests, when relevant: build with -warnaserror has 0 warnings and 0 errors. I did not run the ARM64 tests locally (my machine is x64); CI runs them on windows-11-arm.
• Manual validation

Validation not run and reason: no manual UI check yet. The WinUI.TableView 1.5.1 fixes touch tables in Multiple selection mode and three tables inside dialogs (Autopilot profile selection, domain join OU selection, custom image import). Those need a visual check in the app. An open TableView issue where rows disappear in a ContentDialog (WinUI.TableView#461) already exists in 1.5.0 and is not changed by 1.5.1.
