Supersedes #5786, which bounded the transaction count by the bid's gas limit.
Adds
MIN_TRANSACTION_GAS, a lower bound on the gas used by a single transaction, and a REJECT rule toexecution_payloadgossip validation that boundslen(payload.transactions)by the gas limit the EIP-1559 rule allows on top of the parent payload's. The parent payload is the payload of the closest full ancestor in the store, or the bid's gas limit if none is full.
