Reuses valid recursive proofs before generating new ones, adds only missing dependencies during merging, and recommends common transaction-hash-prefix partitions. No timer alignment or additional delay is introduced.
Adds conformance cases and a benchmark protocol measuring proofs produced per transaction network-wide, proving work, bytes and propagation latency. EIP-8437 coverage hints are in #12423.
Stacked on #12590. Follow-up-only diff: 33 added lines, one removed, including the benchmark asset.
Validation: EIP and Markdown lint pass. Cryptographic execution and performance benchmarks remain outstanding.
