Nest the steps under a runnable job
Neither trigger can run this workflow because steps is only valid beneath jobs.<job_id> and a runner job also needs runs-on; as written, GitHub rejects the workflow without ever invoking Linear. Add a jobs mapping, job ID, and runner around this block as shown in the GitHub workflow syntax.

Fixed in b208a54: moved steps under jobs.linear-release with runs-on: ubuntu-latest.

Check out the full repository before syncing
Once this step is placed in a job, both release and manual runs still start with an empty workspace because there is no checkout step. The action defaults to sync, which scans commit history for Linear issue identifiers, and its troubleshooting guidance specifically requires actions/checkout with fetch-depth: 0; without that, the workflow cannot associate the released commits with issues. Add a full-history checkout immediately before this action, as shown in the Linear action documentation.

Fixed in b208a54: added actions/checkout (SHA-pinned) with fetch-depth: 0 before the Linear action.

Pin the Linear action to an immutable commit
This step passes LINEAR_ACCESS_KEY to code selected by the mutable v0 tag, so moving or compromising that upstream tag could execute different code and expose the release credential. This also breaks the repository-wide full-SHA policy documented in .github/dependabot.yml:1-4, under which every other workflow action is pinned and Dependabot advances those pins; replace @v0 with the verified full commit SHA for the desired release. GitHub notes that a full-length commit SHA is the only immutable action reference.

Fixed in b208a54: pinned linear/linear-release-action to the full commit SHA that v0 resolves to, with a # v0 comment so Dependabot can advance it.

Review comments at @.github/workflows/linear-release.yml:
- Line 10: Add an actions/checkout step before the Linear release action so its
default sync command can access the repository; configure checkout to fetch full
history for issue linking.
- Line 4: Update the release event trigger from `released` to `published` so the
workflow runs for direct publications and drafts or prereleases published later.
- Line 9: Update the workflow structure around the root-level steps key by
adding a job under jobs with a unique job ID and runs-on value, then move steps
inside that job so the workflow conforms to GitHub Actions syntax.
