Re-evaluate stale runtime model switching patch carried by dev and fix/36 branches #53

Summary

Local branches dev and fix/36-azure-reasoning-effort-alias still carry the same extra patch that is not represented by current origin/main. The commit subject on both branches is:

• Fix runtime model switching and normalize Copilot Claude tool wrappers

Evidence

• git cherry -v origin/main dev shows a unique + 6cae2aca2 ... Fix runtime model switching and normalize Copilot Claude tool wrappers
• git cherry -v origin/main fix/36-azure-reasoning-effort-alias shows a unique + ec5be6b44 ... Fix runtime model switching and normalize Copilot Claude tool wrappers
• The two commits share the same patch content but different SHAs
• PR Consolidate model switching fixes and CI staging on dev #38 was merged and PR Fix reasoning selection for Azure model aliases #37 was closed, but this specific residual patch is still present locally and not tracked by an open PR

Why this matters

These branches are not safe to delete yet, but they are also not ready to merge as-is because the patch is stale and has not been revalidated on current main.

Acceptance criteria

• Decide whether the residual patch is still needed on top of current main
• If needed, port it to a fresh branch and validate it against current runtime model switching behavior
• If not needed, explicitly retire the stale local branches
