Issue #136 held the skeleton and acceptance criteria for a Feishu source, and
0013 pointed at it. The issue is being deleted, so its substance moves into the
record that raised it.

This also matches the repository's own convention, stated in #115: every ADR
carries its own open items — a standalone to-do list belongs to nobody and is
the first thing to rot.
An issue is exactly such a detached list.

Folded in: the skeleton to copy from github_issues.rs / jira_issues.rs, the
sources::KINDS plus three frontend places trap (invisible to unit tests and
tsc, only end to end hits it — as #134 did), the credentials-in-only rule, and
the acceptance criteria. The three known unknowns were already in 0013 and are
unchanged.

Documentation only.
