fix(server): a limit stop survives the CLI's background-task wake - #1716
On 2026-10-26 the five-hour limit stopped four threads at 18:03 and swapd switched accounts. One thread, "Set up Oasis for Indonesia", was never resumed. Its turn (run 274) failed with usage_limit. Three of its background review subagents failed on the same limit, and their reports woke the CLI. The wake (run 275) ran on the spent login, made no API call and completed a second later. The resume layer treats any later run as the user moving on, so it dropped the stop, and the thread showed "completed".
Fix (in InfinitusResumeOnLimit.ts, which only the fork owns):
A run whose message is a provider continuation (createdBy: "agent", creationSource: "provider", which is what ProviderContinuationService writes) no longer ends a stop.
When a wake sits over the stopped run, the resume sends "Continue where you left off." without manualContinuationOfRunId. The orchestrator only grants that to the latest executed run. The layer's own re-read still stands down after an archive, a settle or a user send.
A wake that fails on the limit again counts as the same stop, reported to swapd once.
Not covered: boot-time restore still reads the shell, which a completed wake shows as done. A masked stop on a server that restarts before the swap is still missed.
Tests: two new cases in InfinitusResumeOnLimit.test.ts fail on main and pass here. The full file passes (11), and so does the logic test.
(The same day's other three threads were missed for a different reason: the app was still on alpha.38, which predates #1669.)

When a usage limit stops a Claude turn that had background subagents
running, those subagents fail on the same limit and their reports wake
the CLI. The wake run starts on the spent login, makes no API call and
completes in a second, so the resume layer took it for the user moving
on and dropped the stop, and the thread read "completed" after the swap.
A provider wake run (createdBy agent, creationSource provider) no longer
ends the stop; the continuation goes past it, without
manualContinuationOfRunId, which the orchestrator grants only the latest
executed run. A wake that fails on the limit again is the same stop,
reported once.

The server now tracks provider-created wake runs associated with limit stops. It waits for an active wake to end before resuming and omits the manual continuation source when the wake is the latest run. Tests, internal documentation, and a Desktop changelog entry cover this behavior.

Summary
Track provider wakes and limit stops apps/server/src/infinitus/Layers/InfinitusResumeOnLimit.ts, apps/server/src/infinitus/Layers/InfinitusResumeOnLimit.test.ts
The server identifies and tracks provider-created wake runs. It preserves the limit stop for those runs, treats a failed wake as a failure of the stopped run, and clears the stop for other non-queued runs. Tests cover wake metadata and repeated limit failures.
Resume after a wake ends apps/server/src/infinitus/Layers/InfinitusResumeOnLimit.ts, apps/server/src/infinitus/Layers/InfinitusResumeOnLimit.test.ts, docs/internals/resume-on-limit.md, apps/mac/changelog.d/resume-on-limit-wake.md
The resume flow waits while a tracked wake is active. When the wake is latest, continuation omits manualContinuationOfRunId. Tests and documentation describe this path, and the Desktop changelog notes resume after an account switch.

Explanation
The description explains the problem, the implementation, verification results, known limitations, and agent usage. However, it omits the required Scope and approval section and provides neither a linked issue or maintainer approval nor a justification for an approval exemption. It also does not use the required Problem, Change, and Verification headings.
