Cuts 0.5.0-alpha.35: bumps the root VERSION, folds the changelog.d fragments into the section the release workflow publishes, and pins the bundled swapd to its v0.3.3 release (deathemperor/swapd#61), which carries the passed-reset re-check (#60) already shipped from its pre-release commit.
