chore(mac): pin swapd to #60, a spent fleet re-checks a passed reset after a minute

When every account was at its limit and one account's stored reset was already behind the clock, the swapd daemon treated it as "no provable recovery". It slept its five-minute fallback, past the moment the account came back. On 2026-09-24 the live account hit its 5h limit at 16:00:56Z, a minute after death4's reset, and the switch only landed at 16:06:13Z. Every session stayed stopped at the limit in between.

deathemperor/swapd#60 keeps the passed reset, so the next tick runs after the plain interval (60 s) and its fetch lands the switch. This PR moves apps/mac/build-swapd.sh to that merge commit and adds a Mac release-note fragment. The version stays 0.3.2 (unreleased on swapd's side), same as earlier pins.

Verified: INFINITUS_ENGINE_BUILD_ROOT=/tmp/… sh apps/mac/build-swapd.sh builds swapd 0.3.2 at the new rev with --locked. swapd#60 carries the regression test (fails before, switches after).
