Fold ruff, pymdown-extensions, CodSpeedHQ/action, softprops/action-gh-release, and syrupy into their existing Unreleased ranges. Add regex, memchr, crossbeam-channel, mypy, pymarc, astral-sh/setup-uv, actions/setup-python, and docker/setup-qemu-action under Dependencies.

Sixteen Dependabot bumps (#413–#428) landed on
mainwithout changelog entries. This records them under[Unreleased] / Dependencies.Five packages already had an
[Unreleased]entry and are folded into their existing range rather than listed twice: ruff (now 0.15.17 → 0.15.21), pymdown-extensions (10.21.3 → 11.0.1), CodSpeedHQ/action (4.17.5 → 4.18.5), softprops/action-gh-release (3.0.0 → 3.0.2), and syrupy (5.3.2 → 5.5.3).Eight are new entries: regex, memchr, crossbeam-channel, mypy, pymarc, astral-sh/setup-uv, actions/setup-python, and docker/setup-qemu-action.
Versions were verified against
Cargo.lock,uv.lock, and the pinned-SHA version comments in.github/workflows/, not just the Dependabot commit subjects..cargo/check.shpasses on the merged state, which is the first local run covering all sixteen bumps together — each had only been verified individually in its own CI run.Checklist
