ndscope 0.22.3 did not propagate to the CDN

What happened?

The 0.22.3 build 0 was merged, package file produced, but the build never made it to the CDN and can't be installed.

I'm going to try to fix the ndscope problem by bumping the build number, but folks in Zulip chat suggested creating an issue that might point at an infrastructure problem.
