Allows signing a .cogsplugin file with:

npx @clockworkdog/cogs-plugin-verification sign PATH_TO_PLUGIN

and verification with

npx @clockworkdog/cogs-plugin-verification verify PATH_TO_PLUGIN

or by importing the function verifyPluginSignature.
