Support for dual-branch setups #519

I currently use the action on a repository where we develop against a dev branch first before merging to master for release. However, the action only works on the branch where the event was triggered.

Is there a way to allow us to push our changes to dev, and the action then opens a release PR using that dev branch against the main branch?

    you can just point the baseBranch to your main/master then rebase the branch after publishing. I think this is what you're asking.

    it's what I do on a repo with a master and develop branch. we merge into develop, then changesets opens a PR from changesets release -> master. we merge to master, then rebase in ci develop with the new master.

    Should be supported with #255. Needs better docs though
