What this PR does / why we need it:

Updates the six links from the API Design Guide to IdentityAndConsentManagement (ICM) documents, which were pinned to r3.3, to point to ICM's current release r4.2 instead. Anchor fragments were checked against the r4.2 heading text and all still resolve.

Which issue(s) this PR fixes:

Fixes #701

Does this PR introduce a breaking change?

No content changes, only the pinned release tag in the six links.

ICM's latest release is r4.2; the Design Guide's six cross-references
to IdentityAndConsentManagement were still pinned to r3.3. Anchor
fragments were checked against r4.2 headings and still resolve.
