Restores CT-discovered related hosts when CNAME enrichment degrades while keeping CNAME-only classifications fail closed. Preserves the stable JSON contract and briefing versus full-map split. Validation: canonical local gate passed with 6,604 main tests, 38 MCP doctor tests, and 91.12 percent coverage.
