Adds NamespaceReviewBundle v1 across the shared core, CLI, MCP, schema resources, documentation, and agent guidance. Enforces one fresh passive baseline, explicit collection validity, typed failures, exact packaged-schema validation, stable evidence and candidate lineage, and a deterministic role-neutral renderer. Verification: full local gate passed with 6,604 tests, 26 skipped, and 91.09 percent branch coverage; the exact MCP 1.28.1 and 2.0.0 compatibility matrix also passed with 23 tools and 6 resources.
