My team needs to have Python for part of our CI/CD pipeline that uses this image.

I saw someone else requested adding it back (#80), so I put together a PR for it.

While testing I saw that a couple system packages didn't have the old pinned version available in their package repository anymore.

I noticed this doesn't have pip. It might also be missing some common packages that #80 needs for the Lambda integration.

Let me know if this is something the maintainers are interested in, and I can update the PR further.

If anyone else needs this, we ended up building our own image like this:

The intake pipeline (ADR-0014) binds external contributions, but the
contributor workflow started at "Branch", landing unqualified PRs (the
#88/#90 pattern the pipeline exists to prevent). Add the qualify step
as the workflow entry point, pointing to docs/work-intake-and-triage.md;
trivial hygiene keeps its direct path.

## Summary

Two docs-coherence fixes from the 2026-07-31 consistency audit, one
commit each.

**Commit 1 — de-status the roadmap.** `docs/roadmap.md` now holds only
durable plan content (phase scopes + decisions); all progress state
lives solely in the #106 body (conventions D5, L2, L3 — same doctrine as
#132's "remove volatile phase numbers" pass). Recorded as a dated
amendment on ADR-0001 (clarification, not a reversal — the
single-roadmap decision is unchanged).

- Stale "Last updated / Status" header (11 days behind reality) →
replaced with the status pointer.
- Phase 0 still marked *"in progress — PR #116"* (closed a month ago) →
marker dropped; same for the inline "**done**" annotations (ADR
references kept).
- Phase 4 *"merge separate `apt-get install` RUN layers"* contradicted
the graduated DL3059 learning (keep separate `RUN`s, #106) → item
removed (per D3, removal declared here).
- "Brought forward" progress note (frozen at "ADR-0001…0007", now 14
ADRs) → removed; the ADR index is the home.
- `.claude/skills/propose-adr` referenced as if existing → rephrased as
planned (Phase 6).
- PR/issue disposition table marked as a frozen 2026-06-14
reconciliation record (kept deliberately, maintainer call).

**Commit 2 — CONTRIBUTING enters through intake.** The intake pipeline
(ADR-0014) binds external contributions, but the contributor workflow
started at "Branch", landing unqualified PRs (the #88/#90 pattern the
pipeline exists to prevent). A new **Qualify** step opens the workflow,
pointing to `docs/work-intake-and-triage.md`; trivial hygiene keeps its
direct path. This mirrors for humans the tier-1 pointer agents already
have in `AGENTS.md` — same rule, both audiences, single home.

Roadmap phase / closes: cross-phase docs hygiene (SSOT audit, #106
next-action 5 — roadmap part)
