Adds harvis.dev to the Platforms section.

Why it should be included: harvis.dev is static hosting with nothing to set up — run npx harvis in any folder (or drag it into the browser, or POST it to the HTTP API) and get a live URL at slug.harvis.dev in about two seconds. No account, no config, no build pipeline required, and it includes built-in form handling for static sites. Free for small sites.

It complements the existing platform entries (Netlify, Vercel, Stormkit) by covering the zero-config end of the spectrum: publish first, claim the site with an account later.

Disclosure: I built harvis.dev. Entry follows the contribution guidelines (added to the bottom of the section, [name](link) - Description. format).
