The repository's source headers declare operating-system.c as GPLv3+ and fru.c/fru.h as the ADI BSD-like license, but license.txt incorrectly shipped the GPLv2 text, which is incompatible with GPLv3-or-later code. Replace the GPLv2 text with the GPLv3 one, prefaced by a short summary of the dual-license arrangement, and append the ADI BSD-like notice. Reusers of fru.c/fru.h have the exact terms in one place. Align the Debian copyright file with the actual per-file licensing
declared in the source headers:
* Bump the wildcard and operating-system.c from GPL-2 to GPL-3+,
matching operating-system.c's "version 3 or later" header
and the GPLv3 text now shipped in license.txt.
* Add fru.c alongside fru.h in the ADIBSD list of files. Previously,
fru.c was implicitly GPL-2 via the wildcard, contradicting its
own BSD-like header.
* Update the License: mention GPL-3+ and point at
/usr/share/common-licenses/GPL-3.
