chore(eval): ignore public benchmark smoke artifacts

Summary

• Ignore local container smoke harness prototypes and public benchmark workload scratch files.
• Keep generated experiment code/data out of the paper/v3 integration branch while the design is still stabilizing.

Verification

• git diff --cached --check before commit
• go test -count=1 ./tests/eval
• go test -count=1 ./tools/eval/runner
• python3 -m pytest tools/eval/container_smoke -q

Note

The runner/test tracked edits currently in the worktree were intentionally not included in this PR because they depend on ignored local smoke workload files.
