Added maxTopMiddleTanDifference to SeedFinderOrthogonalConfig
Replaced hardcoded 0.005 in SeedFinderOrthogonal.ipp
The default behavior remains unchanged; it just makes the legacy orthogonal seeder tunable for barrel/endcap transition geometry.
