ci: run the runtime contract and test cases for leapp_functions changes - #473

The Python Runtime Contract and Test Cases workflows did not trigger for a pull request that changed only files under leapp_functions/, although the tool and GUI entry points import it at start-up. Both now include leapp_functions/** in their path filters. Test Cases takes it on its push filter as well as its pull_request filter; the runtime contract has no push trigger. leapp_functions/, which the tools import at start-up. Test Cases takes the new path on pushes to main as well as on pull requests.Same change in abrignoni/iLEAPP#2182, abrignoni/ALEAPP#1404, abrignoni/VLEAPP#214 and abrignoni/DLEAPP#134.
