Adds the description gate ALEAPP carries: a description that is missing, runs to more than one line, only repeats the artifact name, or duplicates a sibling's in the same module fails the lint job. Its --review mode prints each description beside the notes sentences that concede a limit. The 7 live cases are rewritten so the gate lands at zero: the Chrome OS settings and ARC packages pair, the four Saved Links lists and the Twitter return artifacts (tweets, deleted tweets, DMs, deleted DMs, blocks) each carried a sibling's description.
