Refactor the runtime database out of an hard-coded array of strings

Currently, RuntimeManager.WellKnwonOpenXRRuntimeManifestPaths is an array of strings that are hard-coded into the class. This list should be loaded at runtime from some file, or at least be put in a more convenient place
