Added oclost.art validator to unl-raw.yaml

Wanted to be transparent about the process here @oclostart : rather than making dUNL decisions unilaterally, the XRPLF is establishing a UNL committee that the community can join as we speak. That group will collaboratively decide on XRPLF dUNL inclusions and exclusions, based on criteria it works out and iterates on. I'll notify you again once we get there, thanks for your patience in the meantime! |
