Manifest-only change for QA module sourcing; no application code, with limited blast radius if the blob artifact is correct.

Overview
Updates the QA backend module manifest so VirtoCommerce.XCatalog is installed from the AzureBlob prerelease feed at VirtoCommerce.XCatalog_3.1016.0.zip, instead of pinning 3.1014.0 on GithubReleases.

The GithubReleases entry for XCatalog is removed so this environment resolves the module only from the blob package list (alongside other prerelease modules such as Cart/XCart).
