Run cloud build triggers after creation

Right now nothing is deployed to the cluster until code is pushed to the application repositories. If we run the cloud build triggers after creating them, the application will be made immediately available.

We can use a null_resource with the command:

gcloud beta builds triggers run --branch=master --project=<project> <trigger ID>
