The composition assessment is stored as agent_assessed, but its place and representativeness findings are both correction_required. The entry is therefore neither eligible for verifier sign-off nor represented as an explicit curation blocker. It should be classified curation_required until a maintainer decides whether Helsinki city/site profiles may stand in for the Finland country default.
Evidence
The existing composition sidecar identifies all four selected profiles as Helsinki records and documents their city/site scope. No archetype or parameter value needs to change to correct the assessment-state mismatch.
