Feature/reduce boost

With this correction, we are reducing the dependency on boost:

boost::function => std::function
boost::is_base_of => std::is_base_of
BOOST_STATIC_ASSERT => static_assert.

Removed completely:

This seriees of patches removes several dependency. Remaining open item are:

<boost/lexical_cast.hpp>: Could be replaced, e.g., by std::stoi, std::stod, etc.. However, extra care is required for not breaking any conversions.

<boost/algorithm/string.hpp>: Occurs only once in ugcore/ugbase/lib_algebra/common/matrixio/matrix_io_mtx.h, where it is used for a string split (w/ blank delimiters). Replacement should be rather easy, but must be done with extra care.

After this, only the following larger modules remain:

<boost/archive/>
<boost/iterator/>
<boost/graph/>
<boost/geometry/>
<boost/mpl/>
<boost/serialization/>
