Bump pyo3 0.28 -> 0.29 and pyo3-arrow 0.18 -> 0.19 (0.18 pins pyo3 ^0.28). pyo3-log 0.13.4 already allows pyo3 0.29. Transitively updates arrow-pyarrow 59.0 -> 59.1 (the 59.x patch that moved to pyo3 0.29) and numpy 0.28 -> 0.29; arrow stays on 59. Also apply rustfmt changes from the newer Rust toolchain (drop redundant `&` in format args). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
