Re-baseline translation status and make third-party notices passthrough - #431

Crowdin merges never updated .translation-status.json, so the hashes were stale and the first production run would have re-translated 186 (es) and 185 (zh) whole files. Re-seed both status files with --baseline at current main (after Crowdin #429). Copy security/third-party-notices.md from English instead of translating it. Passthrough patterns now take precedence over sources, so a file matched by both is copied, never translated.

Why
Crowdin merges (#400, #426, #429, ...) never updated
localizedContent/{lang}/.translation-status.json. The recorded hashes were stale, so withTRANSLATED_ENV=productionthe next push tomainwould have re-translated 186 (es) and 185 (zh) whole files, about 3.83M characters in total. Many of those files were already current.Changes
translate-content.py --baseline --overwrite-baselineat currentmain(after Crowdin New Crowdin updates #429).--repair-existingwas not used, so no translation file changed.security/third-party-notices.md: added totranslation.passthrough. It is copied from English and never translated. The English copy is committed for es and zh with statuscopied.get_scoped_sources: passthrough patterns now take precedence oversources. Without this,**/*.mdkept the notices page in scope and the passthrough entry had no effect. A self-test check covers it.
