PHP 7.4+ support

Minimum PHP is lowered from 8.4 back to 7.4 (#96). The source is natively downgraded - readonly became @readonly docblocks, constructor promotion is expanded, typed constants are untyped - the same approach as rectorphp/swiss-knife, no PHAR or scoped build.
