Add Windows Support to Sendspin-CPP-CLI #91

Run sendspin-cli on Windows 10 1809+ at parity with Linux and macOS: control socket, state/config, -z, hooks, mDNS, tests, CI leg, release zip and a guided installer.

• Note idle for a stale start that lands mid-acknowledgement wait sendspin-cpp#212: SyncTask stale-start deadlock. Not Windows-specific, and the CLI doesn't need it.
• Build and run basic_client on Windows sendspin-cpp#214: basic_client on Windows, stacked on #213. The CLI doesn't need it.
• Fix what running on Windows turns up sendspin-cpp#211: closed and split into #212, #213 and #214.

• Build and run on Windows sendspin-cpp-cli#95: build and run on Windows

Status

• #95 has current main merged in (incl. --release-device and the guided Linux installer) and is mergeable.
• #95 is pinned to the head of #213 (d961f5f). All 21 CI checks pass against that pin, including the Windows leg (517 tests, symlink case skipped) and the clean-Debian installer jobs.
• Remaining blocker: merge #213, then re-pin #95 to its merge commit (or the upstream main that contains it), then merge #95.

From the #95 roadmap item: a Windows service, a system-wide config, code signing and log rotation.
