Moves the test suite to ParallelTestRunner, following the SecondQuantizedAlgebra.jl layout.

• Test dependencies move from [extras]/[targets] to test/Project.toml.
• test/runtests.jl discovers every file with find_tests and runs them in parallel worker processes.
• Quality checks live in test/quality/: quality_test.jl (Aqua, ExplicitImports, CheckConcreteStructs) runs with the suite, JET.jl runs standalone in a new JET.yml workflow. The GROUP variable and the JET job in Tests.yml are removed.
• Each test file is self-contained, since every file now runs in its own sandbox module. Files that relied on names from the old shared runtests.jl scope import them explicitly, and random draws use explicit seeded RNGs.
• make test runs Pkg.test(), make jet runs the JET analysis.

Run one file locally with Pkg.test(; test_args=["name"]).
