chore(context): adopt Keep the Why and fold the ADR into context/ - #126

Record the reasoning behind the code in context/ (queue topology, Windows console workaround, runner distribution, observability) and move docs/adr/0001 into it. Add ktw-lint and a Pages dashboard workflow, with the dashboard pinned through a dependency group.

The prek hooks reformatted the new workflows and pyproject.toml, which CI could not push back. Typos also rewrote the project id Paket to Packet, so Paket is now an accepted word.
