为 FastDeploy 新增 MiniCPM4.1-8B 模型推理支持的设计文档（RFC V2.0）。
原 PR #1314 因账号问题于 2026-04-19 被关闭，本 PR 为重新提交的干净版本（单提交，仅包含 RFC 文件）。
