Fix font picker scrolling and Windows font rendering

Summary

• keep the font autocomplete dropdown contained with its own scrollbar
• make the font input work as a combined dropdown/search control
• load Windows font display names and render selected fonts through local @font-face aliases
• keep font names readable while showing separate font preview samples

Testing

• Confirmed the contained dropdown scrollbar in the local config UI
• Confirmed combined dropdown/search behavior in the local config UI
• Tested against the reporter's Helvetica Neue LT Std font family
• Tested the text preview rendering on the screensaver preview
• Ran node --check preload.js
• Ran node --check web\config.js
• Ran node --check web\screensaver.js
