[18.0][FIX] hr_expense_petty_cash: reset draft with tax wrong

Case like hr_expense_advance_clearing #369

This PR fixed 2 bug

1. move petty cash with tax auto create Automatic Balancing Line when reset to draft move of petty cash
2. Auto paid when expense petty cash approved

Step to reproduce:

1. Create expense petty cash with tax > submit > approve
2. Go to Move of petty cash > Reset to Draft
3. It will create new line Automatic Balancing Line and deduct amount petty cash line
