Open PR from nextavllc/terriajs:wmts-time → TerriaJS/terriajs:main.

PR body must include:

• Link to issues Add WMTS Time Dimension Support (Discrete Times + Timeline) TerriaJS/terriajs#7742, [Feature] add Time dimension support to WMTS catalog item type TerriaJS/terriajs#6271, Please add time Dimension support for WMTS services TerriaJS/terriajs#2656
• Acceptance criteria from Add WMTS Time Dimension Support (Discrete Times + Timeline) TerriaJS/terriajs#7742 verbatim
• Tag @zoran995 and @ShubhamSharmaFAO (co-author credit if engaged in I4)
• Note that trait class typo (WebMapServiceCatalogItemTraits for WMTS) is intentionally NOT renamed (out-of-scope, breaking API change)
• Note non-time dimensions (elevation) intentionally NOT supported in this PR (follow-up)

Iterate on review feedback. Force-pushes to wmts-time branch flow to nextav-terriamap automatically via the git dep — no separate patch sync needed.

Branch nextavllc:wmts-time-dimension carries the cherry-picked feature commits (no NextAV-internal CODEOWNERS commit), based on TerriaJS upstream main.

Now pending @zoran995 + maintainers' review on the TerriaJS side. Will update here on each review iteration.
