What does this pull request do?

This PR audits Big Bomb based on retail captures by doing the following things:

Big Bomb (ID: 17031401)

• Adjusted HP.
• Added additional immunities.
• Added silence resistance rank.
• Added audited spell list to lua file and changed corresponding spell list in sql.
• Adjusted level range.
• Added observed weapon damage and spell power modifiers.
