What does this pull request do?

This is a draft as suggested to get feedback.

Adds an initial structure for Expeditionary Force.

I'm looking for an overview of, "Am I doing something I shouldn't be on LSB?"
This is my first big feature and I want to make sure I'm implementing it correctly.

I still have:

• Mobs to add.
• Data to fill in about banners and mobs.
• Influence hooks.
• Conquest awards.
• End to end testing of all edge cases.

This is a draft and I'm going to make edits before I do a full PR.
